Rick is the Founding Principal of CityStreet Capital and oversees all operations. Rick has 35+ years of multifamily experience and has founded several companies. Rick’s core role is the Chief Executive Officer of CityStreet Residential which he formed in 2013. In 2016 Rick started a full-service general contractor, Domain Builders, where he serves as the founding member. In 2020 Rick started a full-service Recreational Vehicle Management company, Jetstream Communities, where he serves as the founding member and President.  Rick’s extensive multifamily experience dates back to 1985 and comes through Finger Companies, Trammell Crow Residential, Gables Residential Trust, and Simmons Vedder Partners. Over the years Rick has managed the development of 7,000+ multifamily units in all the major Texas markets. Rick is intimately familiar with the full spectrum of development including site acquisition, entitlements, design, construction, and lease-up. His projects have won both local and national awards including Best Development by a REIT. Rick is a graduate of the University of Georgia and is an active member of the National Multifamily Housing Council, Houston Apartment Association, and Memorial Park Conservancy.

Tim Waikem is the Chief Lending Officer of CityStreet Capital LLC “CSC” and is responsible for the management and strategy of the JetStream Capital debt fund platform within CSC. Prior to joining CSC, Tim was a Managing Director with JPMorgan for 38 years. While at JPMorgan he was responsible for originating real estate loans and delivering the JPM platform to clients focused on multifamily, industrial, retail and office disciplines. He also managed the Southeast origination team within JPM responsible for sponsors located in Texas, Florida, North and South Carolina and Tennessee. He was responsible for originating over $18 Billion in credit. Tim is a graduate of the University of Texas and resided in Houston, Texas for 40 years. He has served on the boards of NAIOP, ACRP and the Bear Board and was a member of NMHC, MBA, ICSC and University of Florida Real Estate School. He is currently on the board of the University of Houston Bauer School of Real Estate.

Joe is the Chief Credit Officer and a Principal of CityStreet Capital. In this role, Joe is the chair of senior loan committee and oversees the fund credit policies. Joe also manages all fund capital and investor relations. In addition to his role with CityStreet Capital, Joe is the Chief Financial Officer of CityStreet Residential. He is responsible for all CityStreet Residential financial activities and arranging capital for each development. Prior to joining CityStreet Residential, Joe was a Vice President at Trustmark National Bank. While at Trustmark, he originated and serviced numerous apartment, student housing, retail, office, hospitality and self-storage loans. Joe has been involved in over $1B of commercial real estate transactions and is intimately familiar with the commercial real estate capital markets. Joe is a graduate of Millsaps College where he received a Bachelor of Business Administration focused in finance and a Master of Business Administration. Joe is a native Houstonian and active member of the National Multifamily Housing Council.

Kathryn Harris joined the CityStreet team in 2018 as a Development Analyst. She is responsible for market research, land and project due diligence, consultant coordination and other tasks related to development to ensure effective transition from site selection, construction, project stabilization to sale. Kathryn graduated from Texas Tech University in 2014 and continued the banking career she began at 18 years old. Kathryn joined Trustmark National Bank in 2015 as a loan assistant and portfolio manager for the Texas Commercial Real Estate team based in Houston. Her experience at Trustmark included underwriting loans of various sizes across all asset classes throughout the larger metros of Texas. Kathryn is an active member of CREMM and CREW, two organizations with a commitment to educating and promoting women in the commercial real estate industry. Kathryn and her husband Melvin have been married for 5 years and they have 2 children. Kathryn’s professionalism and dynamic attitude enable her to creatively work in this fast-paced industry and still maintain her lively personality.
